The civil and volunteer organization community in Syria went into something of a rejuvenation after 2000, following decades of exclusive control by the ruling Baath Party of all civil society organizations and trade unions. Civil and volunteer activity rose sharply, however, with the beginning of the Revolution in 2011, via the local Coordination Committees, media and medical teams, and local councils.
There is a marked variance in the ratio of the number of civil societies to population between Syria, Jordan and Lebanon. There is one civil society organization per every 20 thousand Syrians, compared to one civil society organization per every thousand people in each of the two neighboring countries.
Most civil society organizations are subjected to state power. Political money and intelligence objectives are also heavily involved in their composition; as they rely on either governments, religiously-motivated private donors, third parties or international organizations.
