Rozana, in collaboration with leading voices in the Syrian independent media sector, is launching efforts to establish a professional consortium aimed at ensuring long-term viability and sustainability for Syrian independent media organizations.

Rozana is looking for a consultancy focuses on evaluating the policies and procedures of member organizations, particularly in the areas of Financial and Risk Management, Safeguarding, and Human Resources. The consultant will assess these existing documents and, drawing on their expertise, develop and draft comprehensive new policies tailored to the needs of the consortium and serving as its overarching policy framework. This work will ensure alignment, strengthen organizational capacity, and establish robust standards across all member organizations.

Requested Services

1. Policy Assessment and Gap Analysis

Review, assess, and compare the policies and procedures of consortium partners against a pre-established benchmark.

Produce a concise report identifying gaps in existing policies, suggesting necessary improvements, and recommending additional policies to address deficiencies.

2. Facilitation of Thematic Workshops

Organize and facilitate workshops with consortium partners to present findings from the initial policy assessment and present individual member organization road map.

Organize and facilitate workshops with consortium partners to present new consortium policies and procedures and adjust them as necessary.

3. Policy Development

Draft high-quality documents, policies, protocols, and procedures for the consortium, with a focus on financial and risk management, human resources, and other areas identified in consultation with partners.

Ensure all outputs meet the highest professional and international standards, aligning with the consortium’s objectives and operational needs.

Deliverables

A comprehensive Policies and Procedures Manual tailored for the new consortium, incorporating best practices and aligned with international standards.

A detailed Gap Analysis and Improvement Roadmap, highlighting deficiencies in each partner’s policies and procedures and providing actionable recommendations for enhancement.

A Final Consultant Report, including pre- and post-assessment findings, summarizing the consultancy’s outcomes and providing key insights.

Requirements and Qualifications

Extensive experience in organizational development, particularly in policy assessment, development, and implementation.

Proven expertise in Financial and Risk Management, Safeguarding, and Human Resources within multi-stakeholder or consortium-based organizations.

Advanced degree in Business Administration, Public Administration, Organizational Development, International Development, or a related field.

Strong ability to evaluate and draft policies, procedures, and operational frameworks to meet international standards.

Demonstrated capacity to produce detailed assessments and actionable roadmaps.

Exceptional facilitation skills, with experience leading workshops and consultations across diverse organizational contexts.

Excellent verbal and written communication skills in English; proficiency in Arabic is highly desirable.

Familiarity with the challenges and operational realities of independent media organizations, especially in conflict-affected or politically sensitive contexts like Syria.

Experience working with consortia or collaborative networks, particularly in the media or civil society sectors.

Prior experience in developing safeguarding frameworks and compliance mechanisms.

Knowledge of international standards and best practices in policy and procedure design.
